Changes to the Building Act 2004 come into effect 1 March 2012!

From 1 March 2012, critical building work, known as Restricted Building Work, must be completed by a Licensed Building Practitioner (LBP). This change is one of several that were made to the Building Act 2004 in 2007 to encourage better building design and construction.

While most industry practitioners are aware of the upcoming changes to this legislation, it is important that members of the public who intend to undertake building work are also aware of the new requirements.

Building practitioners must be licensed in order to carry out, or supervise, work on homes and small-medium sized apartment buildings that is critical to the integrity of the building.

'Restricted Building Work' applies to the following, but is not limited to:

  • Foundations
  • Framing
  • Roofing
  • Cladding
  • Active fire safety systems in small-medium sized apartment buildings

An exemption will be available to owner-builders (do-it-yourselfers) when the Building Amendment Bill No 3 has been passed into law.

From 1 March 2012, Building Consent applications will not be accepted unless they include a Memorandum (Certificate of Work) from an LBP certifying that the design work complies with the Building Code.

Licensed Building Practitioners include, but are not limited to:

  • Designers
  • Carpenters
  • Roofers
  • External Plasterers
  • Bricklayers
  • Block Layers

Registered architects, chartered professional engineers and plumbers are deemed to be Licensed Building Practitioners.

Westport Water Supply - Cobden St North

Consumers on the Westport water supply in Derby Street north of Cobden Street including North Beach and adjacent areas are advised that the supply will be on low pressure on Wednesday 22 February from 9.00am until approximately 5.00 pm.

The reason for the low pressure is to allow for the connection of a new watermain in Derby Street between Cobden Street and Bright Street as part of the Derby Street upgrade.

Normal pressure will be resumed as soon as possible.

Some consumers, particularly near the ends of the reticulation, may experience very low pressure and minimal water flow.

Consumers are also advised that mains flushing will be carried out following the reinstatement of full pressure. However, if any resident experiences slightly discoloured water they should run an outside hose tap for 10-15 minutes.

This work may be postponed until next week should forecasted heavy rain eventuate.

Council apologises for any inconvenience to consumers.

Sue Thomson Casey Memorial Outward Bound Scholarship

Sue Thomson was the Chief Executive of the Buller District Council from 29 September 2000 until she sadly passed away on 17 August 2003, aged 33 years, after a long fight with breast cancer.

As a young woman, small in physical stature, she excelled in her academic achievements gaining many skills and qualifications. A key strength of Sue was her leadership qualities, and this saw her become the youngest Local Authority Chief Executive in the country.

Sue had a fondness for youth leadership development, and in considering something to mark her contribution to Council activities, it was felt a youth leadership course would be the most fitting tribute. Council is pleased to recognise Sue via an annual Outward Bound scholarship.

Each year, Council calls for nominations from young people interested in undertaking leadership training via the Outward Bound programme and funded via this scholarship. Applications will be accepted until 4.30pm Tuesday 31 January 2012.
