Results have been collated from the 2010 Residents Opinion Survey with over 400 Buller residents sharing their opinions of Council and its performance.
When Council put together the 2009 Long Term Plan a measure of success the Council decided on was a bi-annual Resident’s Opinion Survey. This would measure the level of satisfaction on how the Council was going and if they were working the way the community wanted. In the 2010 Audit NZ report it was picked up that no survey had been completed as part of the Long Term Plan requirements.
Council contracted Research First, a Christchurch based research company to conduct a residents opinion phone based survey in November last year. The survey was carried out over two weeks in early December.
As this is the first survey, it covered broad areas of Council and services that Council provides to communities throughout Buller. Topics in the survey covered Land Transport, Water and Sewerage services, Waste Management services, Community Facilities, Consents and Compliance, Council processes, Library Services, Animal Control and Licensing.
The leading priorities that were identified by residents as actionable include water supplies, sewerage, waste management, and storm water drainage. In terms of Land Transport the most positive aspect was sealed roads, with footpaths being the least positive.
Community Facilities rated highly overall. The NBS Theatre was the highest rated facility with 83% of the comments being positive. The Solid Energy Centre had 72.9% of comments in a positive light, parks and reserves which included playgrounds and cemeteries trailed close behind with percentage of comments being positive at 72.7% and 71.8% respectively. Public toilets were rated lowest, at 41.7% of comments being positive. Comments included that Buller needs more public toilets and they need to be cleaned and upgraded more often.

Council has recently completed consulting on proposed changes to the Model General By-Law Part 25 - Traffic.
Council is proposing to fix inaccuracies in the current schedule due to changes these include: loading zones, disabled parking and bus stops.
